Most people looking for property for sale in UAE listings mean Dubai. The Emirates is not one market. It is seven emirates, each with its own land department, its own designated areas for foreign ownership and its own price level. The distance between them can be as wide as the distance between two European countries.
This page shows listings across all of them. The sections below are here to help you work out which emirate you should be looking at.
Dubai is the deepest market and the first place most foreign buyers look. It has the widest spread of freehold areas, title is held at the Dubai Land Department, and the resale market is far more active than anywhere else in the country. If you ever need to sell, this is where you are most likely to find a buyer.
The second thing that sets Dubai apart is that a large share of sales happen before anything is built. Here the decision sits in the timetable rather than the price. Two units can ask the same money for the same floor area while one spreads payment evenly until completion and the other wants most of the total inside the first year. For the buyer those are not the same purchase. Whether the developer met the dates it advertised on its previous schemes is not printed on a listing either; you find out by asking.
When you look at homes for sale in Dubai, read the handover date and the payment plan before you read the price.
Abu Dhabi is the federal capital and the market behaves noticeably differently. Demand comes less from tourism and short-horizon investors and more from government institutions, the energy sector and families settling for the long term. Prices move less quickly than Dubai's, in both directions.
Foreign ownership in Abu Dhabi is possible within designated investment zones, concentrated on the islands and newer development areas. For a buyer who wants a quieter setting and a steadier tenant profile, homes for sale in Abu Dhabi can be an easier entry point than Dubai.

Ras Al Khaimah, Umm Al Quwain, Ajman, Sharjah and Fujairah form a separate entry level inside the same country. A buyer searching for cheap property for sale in UAE terms usually ends up here.
What you pay for is different too. In Dubai you are entering a mature rental market. In the north you are usually entering a developing area. That is a bet with real upside and a long timetable. When tenant demand arrives depends on when infrastructure and tourism investment complete, and that date is not printed on the listing.
Ras Al Khaimah is running a tourism-led development program and its coastal projects are shaped around it. Umm Al Quwain is smaller and newer still. Homes for sale in Ras Al Khaimah and homes for sale in Umm Al Quwain show two quite different timetables.
Whichever emirate you choose, the same four questions come up.
Ownership status. The map of areas open to foreign buyers is drawn separately in each emirate; there is no single national list. What one emirate grants as outright freehold can be a long leasehold in the emirate next door. Establish which of the two applies to the specific unit before transfer, not after.
Delivery risk. With off-plan you sign today and collect the keys years later. Ask the developer how many units it handed over in the last three years and on what dates. A company that delivers on time answers that quickly.
Cost of ownership. The asking price is not the total. Transfer and registration costs land once at purchase; the annual service charge lands every year after. Service charges vary significantly by building and unit type, which is why a yield calculation only means anything against a specific apartment.
Residency. Buying above certain thresholds can support a residence permit. Dubai Land Department grants a ten year Golden Visa where the purchase value at the time of purchase was AED 2 million or more, the threshold can be reached across more than one property, and a mortgaged property qualifies with a no objection letter from the bank. Below that threshold the two year investor residence visa is open, and Dubai Land Department states no value condition for a solely owned property. GDRFA requires the property to be entirely constructed and habitable for that route, so an off-plan unit does not qualify. Our Dubai Golden Visa page sets out the detail.
Most people asking whether Dubai is a good place to buy are asking the wrong question. The right one is what you are buying it for. If you want income, you want a mature rental market and completed stock. If you want capital growth and can wait, a developing area may suit you better. Any listing that promises both at once is overstating one of them.
Decide your holding period before you decide the emirate, because the emirate usually falls out of that answer.
